Get ready taxpayers, looks like Joe is going to have you pay for a little vacation. If Obama comes down again it won't be because of Joe Ochoa. McALLEN -- Plans are in the works to bring a little more outdoors inside city limits.
City leaders are trying to build an outdoorsman's oasis after securing $1.6 million of state funding for the project.
Firemen's Park, near Second Street and Business 83, will provide the first fishing pond and camping grounds within the city, as well as almost 11 acres of park.
Last week, the Texas Department of Parks and Wildlife also approved $375,000 of state money to be used for development of a new building at Quinta Mazatlan.

Could Jaime Chavana and Robert Pena be bigger sore losers? I would say Greg Garcia as well, but when I asked why he wasn't there, someone told me that he is a coach for PSJA so he was at their football practice. I went to the Wednesday night board meeting to support the re-elected candidates and wish them well on their next term. There was a special board meeting before the regular board meeting to declare the results final and have the elected board members take their oath of office. Well, Robert Pena didn't even bother to show up to for that portion of the meeting and Jaime Chavana strolled in late. The real kicker was when it was time for the board to vote to accept the official election results which is a formality, it was a 4-1 vote, Jaime Chavana voting against. Can you believe it? It's not that hard, the numbers are official numbers from the county. It's nothing personal against him, all it is is the official count. His vote against accepting the results just shows his total lack of class, but what do you expect from a two bit sore loser. In it for the kids my butt. This just goes to show Jaime Chavanas true colors. What a loser. Gilbert Enriquez and Carlos Ramos lost. Get over it. Get over yourself. Face it, people in the district aren't afarid of you anymore.
He voted against it because they have found out that the FBI is going to start looking over the allegations of Carmen and NES. I don't see how Carmen can keep her position when this comes out.

Activist: Pay for speaker's daughter violates law

A Democratic activist filed a complaint Tuesday accusing House Speaker Tom Craddick of violating a state law prohibiting the payment of dependent children with campaign donations.
The twist is that Craddick's daughter, Christi, is a lawyer in her 30s — well beyond the minor child that the law targeted — who has been paid a six-figure sum by her father from his campaign donations.
However, John Cobarruvias, the Houston lawyer who filed the complaint, said the
speaker violated the law because he supplied a substantial part, if not all, of Christi Craddick's annual income by paying her $625,000 from his campaign donations over the past six years.
Plus, Cobarruvias said Craddick has his daughter on state-paid insurance because of a 1997 law that allows parents to keep a "dependent child" on taxpayer-paid health insurance "until they marry — regardless of age."
Most adult children are dropped from state health insurance during their 20s or when they are married and become independent. Christi Craddick is not married.
"He needs to give up one or the other," Cobarruvias said Tuesday of Craddick paying his daughter with supporters' donations and the state-paid health insurance.
Neither Christi Craddick's salary nor her status on state insurance has gone unreported. But the complaint by Cobarruvias, filed with the Texas Ethics Commission, tries to draw the embattled speaker into a question of whether he's flouted the law.
Alexis DeLee , the speaker's communications director, said, "The complaint is groundless as it is based on assertions that are incorrect."
Cobarruvias has had some success targeting other Republican lawmakers who paid family with campaign dollars.
Last month, the Texas Ethics Commission ordered two lawmakers, Reps. Carl Isett of Lubbock and Rob Eissler of The Woodlands, to repay money they paid their wives to do political work for them. The lawmakers were fined after Cobarruvias filed complaints.
The law forbids lawmakers to pay spouses or dependent children with campaign dollars. It was passed in the 1990s to prevent state lawmakers from living off lobbyists and their campaign donations.
There also is a question of what role, if any, Craddick played in changing a law in 1997 that allowed his daughter, then 26 and a lobbyist, to continue on state health insurance.
In 2002, Sheila Beckett, executive director of the Employees Retirement System of Texas, put the change in the law at the feet of Craddick.
"He initiated it," she told The Fort Worth Star-Telegram. "I was assuming he was concerned about the continuing insurance coverage for his daughter."
Craddick, through his spokesmen, denied ordering the change in the law.
The author of the change also denied talking to Craddick about it.
A total of 88 people, including Craddick's daughter, received the extended coverage in 2002.

AUSTIN — Republican House Speaker Tom Craddick is facing an ethics complaint over campaign payments and state health insurance benefits he has provided for his daughter, a former lobbyist who's employed by her father as a political consultant.
Filed this week by Houston-area Democratic activist John Cobarruvias, the complaint alleges Craddick has run afoul of laws designed to prevent politicians and their families from living off campaign accounts. Craddick's lawyer, Ed Shack, denied the speaker violated any ethics provisions.
Tom Craddick has paid Christi Craddick about $12,000 a month for her consultant work, for a total of more than $600,000 since 2003, records show. The powerful lawmaker also helped craft a law in 1997 that made his adult daughter eligible for lifetime state health insurance as long as she doesn't marry.
That's the rub, Cobarruvias says: Christi Craddick can receive a campaign salary only if she's not the speaker's dependent child. But she can only get the state health insurance by being declared his adult dependent.
"He can't have it both ways," said Cobarruvias.
Craddick spokeswoman Alexis DeLee called the complaint "groundless" but declined to provide any information about Christi Craddick's health insurance or even to give her age. Christi Craddick did not immediately return a phone call from the Associated Press on Wednesday.
The Austin American-Statesman, which first reported on the complaint, said she was a 26-year-old registered lobbyist in 1997 when her father helped her get state health insurance.
Shack, Tom Craddick's lawyer, said he could not provide any information on Christi Craddick's health care benefits, either.
According to the 1997 law that made Christi Craddick eligible for lifetime state health insurance, eligible children are required to pay a $365 a month premium at today's rates. Of the 500,000 people in health plans administered by the Texas Employee Retirement System, only 117 people receive coverage from their state-employed parents under the controversial provision, ERS records show.
Details of the 1997 law were not revealed until after Tom Craddick had lined up the votes to become speaker in 2002. Former ERS director Sheila Beckett said at the time that Craddick had "initiated" the insurance law change.
"I was assuming he was concerned about the continuing insurance coverage for his daughter," Beckett said then.
Shack said it doesn't matter how the speaker describes his daughter for health insurance purposes because prohibitions against paying dependent children for campaign work fall under a different section of Texas law. And Craddick did not violate those provisions, the lawyer said.
Designed to stop politicians from using their campaign accounts to benefit themselves, their spouses or their dependent children, the law does not set an age-limit for dependent kids. However, state ethics rules say a son or daughter should be considered a dependent if the lawmaker provides more than half "of the child's support" during a calendar year.
"That's aimed at having a child who lives at home," Shack said. "She is paid compensation for work performed. That is not support provided to someone."

Ochoa Does It Again!
Eight hundred jobs coming to the city of Edinburg. And the one to thank is none other than the Mayor of Edinburg. Way to go Joe! Our local st rep has the highlights on his blog here it is. Again thanks!
Governor Perry was in town today at the University of Texas Pan American to make the announcement that Santana Textiles, one of the world's largest producer of denim, will be coming to the Valley. This company is expected to create about 800 jobs. The average salary at the plant will be about $26,000 per year.
$1.65 million from the Texas Enterprise Fund was used to entice the company to build in Edinburg. This is the first project in the Rio Grande Valley to be awarded money from the Enterprise Fund. The plant will be built in the North Industrial Park of Edinburg with land donated by the city for the project.
So which one is it? What dumb asses. That's the problem with Joe and the idiots at E-News. It's what they've always done. They only want to put their stamp on things when all is great and point fingers and hide when things are not so great. This is the reason nobody will support Joe or anyone associated with him anymore. Cause they are not leaders. A real leader will always see things through no matter what. They take charge and take responsibility. They don't run, hide and point fingers like Joe and E-News when they don't like what's going on. The reason Joe isn't running for mayor is cause joe knows the economy is the worst it's been in decades, we are going to experience some really tough times and people are going to exect more from their leaders. Joe can't handle it so he wants to run and hide. A real leader steps up and takes the reigns. Gus finally recognizes this and that is why he is supporting Richard over joe for mayor.
Just give it up already Joe. Hang it up. You're done. By the way, I heard that Jaime Chavana has been bugging the superintendent to write up a proclmation for joe because of his years of service. Isn't it sad when you have to have people beg someone to honor you? I say, if the school district really wanted to honor him, they would have offered to do it and not have to be harassed by one of his lap dogs. Heck, I'll write it up for him myself. It will highlight his years of finger pointing and side stepping real responsibility. It will talk about him trying to take credit for anything that goes right and running and crying when things go wrong.
Not only is he begging for ECISD to pass a proclamation but he's also trying to get the City as well. What a dumbass, instead of people passing a proclamation on their own, Joe has to beg for one.

The city council amended the contract to EMS last night. They included another $75,000 dollars going to Noe Ramon. This is not the first time Ramon asked for money. A couple of months ago he went before the council stating that because of the rise in gas they needed more money.

Seems E-News is being really quiet about the abuse of a special ed student by a security guard at an Edinburg middle school. That security guard happens to be the police cheifs son. Channel 4 reported that administration, the school attorney and even the police report agreed it was excessive force and he should be terminated, but thanks to Jaime Chavana, Robert Pena and Greg Garcia, they decided to play politics and now this individual is still with the district. And these are the same people who preach that they look after your children and they put their safety first. Really? You sure fooled me
I saw the video and nothing happened. I can't see why Carmen and Omar would vote to terminate this guy. I spoke to some teachers and they said that kid is pretty abusive. So Kudos to the security guard. I still don't know what he did wrong. Maybe omar and Carmen should show all of us how to corrupt the dist.?

A couple of years back, Jaime Chavana threatened teachers who his daughter had problems with and also threatened to have any cheerleaders suspended for being upset with his daughter after he had policy changed specifically for his daughter when she was a jr varsity cheerleader allowing them for the first time in school history to travel and cheer at away games with the varsity cheerleaders after his daughter complained that she wanted to cheer at away games. It's sad that you would blame the child after people like you keep talking about how they need to put the children first and about childrens safety. Shame on you.

EDINBURG -- An Edinburg CISD police officer accused of using “excessive force” against a special needs middle school student will remain on the job.
School board members voted 4 to 2 on Tuesday night not to terminate A.J. Gonzales.
The Barrientes Middle School security guard was caught on tape back in January “improperly” using hand-cuffs to detain a 6th grader.
Surveillance video shows Gonzales pulling the student by his arm in the hallway.
He is then seen lifting the child off his feet before using his knee to keep the student against the wall while he puts on the hand-cuffs.
At one point in the video, Gonzales pulls the student in cuffs backwards by his locked- up wrists.
School district attorney Jacques Treviño explains what followed after the tape revealed the officer’s actions.
"We immediately suspended the employee with pay pending the investigation,” Treviño said. “The investigation revealed its outcome and at that point the employee was suspended without pay.”
An incident report written by the guard-in-question stated he used handcuffs, which are part of his uniform, for his own safety and due to the 6th graders “violent background.”
Gonzales said the student was cursing and combative with his peers before he purposely tried to trip him.
The guard called the student’s actions “assault.”
Board Trustee Carmen Gonzalez said the video clearly showed the officer was in the wrong.
Both she and Board President Omar Palacios voted to terminate Gonzales.
The two said they were in “shock” after being out-voted during the Thursday evening meeting.
Carmen Gonzalez said the other board members went against the recommendation of administrators, the district’s attorney office and police findings.
The investigation did find a lack of training for the security guard may have contributed to the incident.
But Palacios believes it’s was more a lack of “judgment” not training.
Gonzales remains suspended with pay but could be reinstated in the near future.
There is speculation by some in the community and within the district who believe the security guard may have been given special treatment because he’s the police chief’s son.
Juan J. Gonzales has led the Edinburg CISD Police Department since 2002.
Neither he nor his son were able to be reached for a comment.
Board President Palacios said it’s highly unlikely any teacher would still have a job if they were caught on tape acting in the same way as officer Gonzales.

To answer your question, it was Melba Gonzalez, Carmen Gonzalez, Ciro Trevino, Omar Palacios and David Torres who implemented the nepotism policy for the district. Before that time, the board could hire any family memeber they wanted (and believe me, they took full advantage of it). Jaime Chavana and Greg Garcia voted against the measure because they didn't see anything wrong with board memebers hiring their family before qualified applicants. The reason the cheifs son still worked under the cheif was because I was told by board memebers that they couldn't make the nepotism rule retroactive. Meaning, whoever was already there, could remain there. The rule would only be in effect for people hired AFTER the nepotism policy was in effect. So even though those board members did a great thing for the district, they couldn't completely clear up the mess left behind by the idiots who had the majority years ago. Leave it to E-News to get the facts completely wrong. And the contraversy with the security guard was that administration, the attorney and the police report said there was excessive force and that they should get rid of the officer, reguardless of who it was. The board memebers voted to keep him specifically cause he was the cheifs son and it was a political favor to him. I believe there will be a law suit against the district cause of the cheifs son and when teachers can't get raises next year and they have to lay off people cause they can't afford to keep them, you can thank Jaime Chavana, Robert Pena, Greg Garcia and David Torres because they chose to look out for the best interests of the Cheif and his son and not the children and employess of the district.

It used to be that if you acted out in school, you got whacked by the teacher, then the principal. When they called your parents they whipped your ass when you got home after thanking the teacher and principal for doing the same. The next day at school you had your act together.
There were no investigations and no lawsuits, just you apologizing to the teacher the next day for the way you behaved because that's what your parents demanded of you.
