EDINBURG -- The University of Texas System is looking into allegations that University of Texas-Pan American President Blandina Cárdenas plagiarized several segments of her doctoral dissertation in 1974.
UT System spokesman Matt Flores said the system received an anonymous complaint last week accusing Cárdenas of lifting passages from other sources without properly attributing them. The Monitor also received a copy of the allegations.
Cárdenas is not speaking about the claims until the UT System completes its probe, UTPA officials said Tuesday.
A letter accompanying the allegations says UTPA faculty members found seven examples of plagiarism in her dissertation. The letter did not say which faculty members reviewed her work.
Cárdenas, UTPA's first female president, received her doctorate in educational leadership and administration in 1974 from the University of Massachusetts-Amherst.
A dissertation is a paper that a doctoral candidate writes based on her research on a specific topic. Completion of the document is typically one of the requisites for receiving the doctorate. A significant amount of the content must be the author's original ideas. Students usually work with a committee of professors that reviews the student's paper before sending it to the graduate school.
Ed Blaguszewski, a spokesman for the University of Massachusetts-Amherst, said the university does not respond to anonymous allegations.
"Certainly we need to take this as seriously as any charge, but bringing forward anonymous charges is not the way to go about it," Blaguszewski said.
Ala Qubbaj, an associate professor of mechanical engineering who was on the committee that hired Cárdenas as UTPA president in 2004, said he did not hear about the allegation until The Monitor asked him about it. He thinks it might be a personal attack on Cárdenas.
Committee members scrutinized candidates in its national search for the university's next president, even interviewing people not included in candidates' lists of recommendations, he said.
Experts on graduate dissertations said sourcing standards for academic papers were likely different in 1974 than what they are today.
Guidelines are constantly evolving to meet societal standards. And every discipline has its own particular style that students must follow when writing papers, the experts said.
Scientific papers might be more cut and dried with their attribution because they rely heavily on personal research. But programs like education might have students review case studies or other reports in their research, said Cathleen May, an expert on dissertations and former dissertation publication director for ProQuest, an online archive of dissertations and other academic publications.
"Attribution becomes a little bit more gray," May said.
While there are cases of people deliberately lifting the work of others to avoid some of the effort required to complete a dissertation, it is more common for people who are caught plagiarizing to have carelessly forgotten to attribute a source properly, May said.
She said she has more often seen cases in which more than one person contributed to a dissertation and confusion arose over who should be credited with which sections.
Graduate students usually have dissertation committees made up of professors and other members who review the work before it is sent to the graduate school. Most graduate schools have committees that review the papers as well, said Frederick "Ted" von Ende, an English professor at UTPA.
"The key thing is that all of them try very hard to make sure sources are cited," said von Ende, who has been teaching at the university for almost 41 years. "I don't think so much who put what punctuation mark where, but whether the spirit of where they got the information (from) is fulfilled."
