Not sure how that is a conflict of interest. Wendy was a city manager, not a relative of Richards. I don't see how there would be a violation. But, if you want to throw things out like that, maybe you can explain to all of us how we the taxpayers had to pay millions of dollars to build a public golf course and somehow Joe's best friend Hector Casas somehow ends up with all the land within the golf course turing a two bit hotel manager into a millionair over night. Hector didn't have the money or the means to buy all that land, but I guarantee that Joe Ochoa and Eddie Saenz together funded the project and got their cut after the fact. Eddie couldn't directly put his name on it cause he made his money as the engineer for the project siphoning more of our taxpayer dollars. Funny that now Joe can afford to build the biggest house at Los Lagos when he just went through a divorce and business isn't doing all that well at his pharmacy.

EDINBURG — The various roles of a South Texas journalist and public relations guru has the San Antonio Express-News and the City of Edinburg looking into evidence he committed plagiarism and other ethical breaches.
In recent years, David Diaz, an independent businessman, has contracted with the city and local politicians to write favorable stories that he distributes through e-mail, some of which have been subsequently published in the Edinburg Daily Review.
After an Edinburg reader alerted the Express-News to a Sept. 21 Daily Review story by Diaz with striking similarities to a 4-day-old story by Guillermo X. Garcia of the Express-News Austin Bureau, the paper examined Diaz's work.
Diaz prepared a statement Friday stating he had properly attributed other sources.
But later, in a phone conversation with Express-News Managing Editor Brett Thacker, he admitted making an error in judgment.
"I made a mistake, for which I apologize," Diaz said. "I'll stop doing that."
In defending himself, Diaz highlighted the prolific, original work he produces.
"I use my legislative skills, my extensive experience in journalism and in the legislature to push for issues that benefit thousands of people here in the Valley, and I've done a lot of that without getting paid for it," he said. "I get hired to promote the people that pay me. That's what I do."
In addition to the Daily Review, Diaz said his stories get picked up by many Valley newspapers, including El Americano News, the Advance News-Journal, Delta Chronicle, Mid-Valley Star, and Valley Town Crier.
Thacker said the Express-News will continue to monitor Diaz's work.
"We have put Mr. Diaz on notice about his misappropriation of material from the Express-News, and will hold him to his word that this practice will stop," Thacker said.
A sample of Diaz's stories distributed by e-mail or published in the Daily Review showed a pattern of sloppy attribution and outright plagiarism of the Express-News and the McAllen Monitor.
Since August, Diaz has placed his name on at least four articles that included — with minimal attribution — large portions of Express-News stories.
In each, Diaz credited the Express-News with one paragraph, surrounding it with quotation marks, then followed it with hundreds of words lifted verbatim from the same article without further attribution.
The Monitor, the largest daily newspaper in the Rio Grande Valley, is also a source of material for Diaz.

Hearst Corporation was built by Randolph Hearst, the father of Yellow Journalism and the father of Patty Hearst, that nut case terrorist, and Freedom Newspapers, well, look at their operations down here. The Monitor fired Armando Durazo, its Mexican American editor, for having a romance with an Anglo reporter there, but they did not fire their Anglo photo editor for having a romance with a Mexican photographer working there.

A&M newspaper releases public apology

COLLEGE STATION - A two--week controversy came to an end Monday when The Battalion, the daily newspaper of Texas A&M University, apologized for running what some called a racist cartoon.
The Battalion apologized for an editorial cartoon that ran Jan. 14, which featured a black mother reprimanding her son for his failing grades. The characters were drawn with exaggerated facial and body features resembling African-American stereotypes.
In a protest sponsored by the African American Student Coalition, more than 300 students, administrators and faculty gathered to discuss the impact of the cartoon.
Mariano Castillo, editor in chief of The Battalion, said he did not think the cartoon would be attacked because Chad Mallam, the cartoonist, had contributed frequently to the paper with little criticism.
"It didn't raise those red flags that maybe it should have," Castillo said. "I was insensitive to students here because I didn't think about them adequately before making that call. "
Castillo, who is Hispanic, said he does not think that the cartoon indicates a larger race problem at Texas A&M.
"As a minority I have always felt welcome here, but I realize that there are so many points of view," he said. "Race here at A&M is extremely hard to judge. Every time I think I understand what's going on here as far as the the racial climate - I miscalculated this time - it's really hard to get a grasp of."
But Kristin Odums, a Texas A&M geography sophomore, said the cartoon's impact was far--reaching and made her feel unwelcome.
"There were Aggies who were white, who were Hispanic, who were black who saw [the cartoon] and were offended by this," she said. "It didn't just hurt the black community alone, it hurt the school."
In an attempt to prevent future misunderstandings, the African American Student Coalition drafted a list of suggestions they feel would help improve the paper. The student group suggested that The Battalion incorporate staff diversity training, editorial consultation, increased staff diversity and diversity awareness forums into its policy.
Bereket Bisrat, an international studies sophomore and a spokesman for the coalition, said the cartoon revealed an ongoing problem with racial insensitivity at Texas A&M.
"We think that there is not enough inclusiveness at The Battalion, that there are issues of racial insensitivity," he said. "We thought it was very apparent the racial overtones in that cartoon, and it's that kind of racial insensitivity that we think needs to be addressed."
Castillo plans to have The Battalion host forums and create an ongoing dialogue about race and diversity at Texas A&M.
"We want this and everything that we do to foster a campus community that is inclusive and that is based on mutual respect and cooperation," Bisrat said. "And we think that there are many ways we can go about that. We're very optimistic, looking to the future and we're glad that an apology has been issued and we want to move forward."
Texas A&M President Ray Bowen sent a letter to The Battalion expressing his disapproval of the cartoon and urging the paper to re-think its actions and apologize.
Bowen suggested that students concerned about the judgment of The Battalion should become involved in the paper so that their concerns can be directly addressed.
"I think the young people who are out here that are trying to make us understand what has happened would be well advised for themselves to join The Battalion staff, participate, assume leadership roles in The Battalion and I think those internal conversations will be healthy for all of us," he said.
While he agrees that apologizing was the best way to resolve the issue, Castillo said he didn't think the administration should have criticized The Battalion the way it did.
"Dr. Bowen, our president, was real quick to condemn us. I think as a politician, he did what he had to do," Castillo said. "In the future we're getting a new president and we're going to make a strong call as a newspaper and as an editorial board for a new president who understands the race and gender issues, who has a firm grasp on those. Dr. Bowen has shown time and time again that he doesn't have a firm grasp on race and gender issues and I think that reflects badly on A&M."
Several student groups participated in the protest to give their opinions of the cartoon and its impact.
"It's time to make a commitment to walk in [other people's] shoes - what it is to look at a picture and feel that you are not welcome," said Student Body president Schuyler Houser. "We've got to balance those rights with responsibility."
The Texas A&M College Republicans held a separate forum to address The Battalion's right to publish the cartoon, even if people were offended by it. It is an issue of free speech and not the content of the newspaper, said Shannon Dubberly, chairman of the Texas A&M chapter of the College Republicans.
"I am sorry they were offended, as was I, and although I do not endorse the cartoon or its message, the time has come to move on to a more constructive discussion," Dubberly said in a statement. "The fact remains, though, and AASC agrees, that Castillo had the right to publish the cartoon as guaranteed by the First Amendment."
But Castillo said freedom of speech was never an issue.
"That is taking it out of context. It's not a free speech issue, it's an issue of being offensive and we apologize for that," Castillo said. "No one's making an issue out of it because we know we had every right to print it, this issue is that we were insensitive."

Just ask him why his ambulance company isn't 911 certified and cannot respond to emergncy calls. If Eddie thinks that he can provide the same exact service for a lower price, the tell him to upgrade his services and personnel and see what it costs him to do business. Then come back here and open your mouth and tell us about the decision made by the entire city council.
